Yup. Right here in Quebec, in the Eastern Townships. IIRC, they did a realignment of the road and the road crew, not being a pole crew (they just know about roads - when it comes to poles, they won't touch that), just did the road work and paved around it. To make it "safer", they put the reflective sign on it. It took months to get the utilities coordinated (phone, electricity, etc.) to actually go there and move the pole.

There's something similar going on in Laval, just south of me, where they made a divided boulevard out of a single street. The road crew made the road, but left the poles where they were. So there's a row of poles in the left lane of one side of the boulevard. The electric utility says it's going to be complicated to move them because there are wires running inside the poles...
