Both of the custom hobble skirt companies I know of stopped trading. (RoSa shoes and hobbleskirt dot com). What’s the best place to get a custom one made?

not a direct link but a way of finding what you want.
Some years ago I wanted to get a black PVC hobble skirt (lockable full-length zip) and looked on EBay. Several people clearly made the various PVC products, so I picked on one and asked. She was very helpful, no awkward questions, supplied exactly what I was after at a very good price. My then-play-partner wore it regularly at kink events (and non-kink - we went to a cinema one time with her in the skirt, black fishnets and high heels, with the lower padlock clearly visible, oh, and a locked collar...)

Well, most Fetish clothing companies offer full length pencil skirts, with a Long Slit in the Back for walking comfort.
All you need to do ist to ask them to produce one for you without the slit and you have your hobble skirt.
