I have heard and read over the years that using ice as a time release is somewhat dangerous is there any truth to this especially if your under it such as the case may be ,as it might cause frost bite on bare skin if it drips to long in same spot?

I have not heard this, and have issued this in dares on occasion. (that doesn't mean they actually did it) Maybe they were squirming around so it did not hit the same spot too long. from simple physics, if ice is melting it is warmer than 0 degrees Celcius, and frostbite is the result of body fluids (which are mainly water) freezing - you can't have both at the same time
The only way you would get frostbite from an ice release would be if you and the release were in a freezer, or somewhere with a temperature well below freezing. Of course, in that situation the ice wouldn't melt and you would be stuck there, guaranteed to die from hypothermia!
Provided you and the ice release are in an environment that is bearable (which would depend on your clothing, if any, and your general health) the ice will melt, you will be released, and you will suffer no harm from the melting ice release even if the cold water is dripping on you. Uncomfortable yes, dangerous no.
BUT hypothermia is a potential risk with self-bondage. It is hard to define the conditions required, as they will depend on the person, the clothing, wind-chill, water/rain. For example, I had to treat a healthy young woman for hypothermia, in England, in September (I was the instructor for an expedition training hike) because she was soaked in a torrential rain-storm, and stayed in soaked clothing trying to erect a tent in a strong wind - it only took her about an hour to get to a state that I was able to diagnose hypothermia, observing her strange behaviour (hypothermia can affect mental state)
So being naked, tied up in a cold room, or worse in the outdoors and wet, for12 hours would almost certainly be dangerous to your health!
