After considerable enlargement, I'd call it a net. How fine the weave, it's difficult to say because of the very low resolution of the photo.

You'll probably have to look around for some ordinary item or material that you can pervert into what you want.

Whilst I love the idea of suspension keeping you from banging on the floor, and away from tools that may help you escape surely it could be ripped quite easily? Perhaps wearing something to prevent using the finger nails to rip the mesh, to complete my 'vision' she would have to be in a straitjacket and diaper, decent gag and just left there swinging away in the corner.
