overseas.

for example: in germany you sell sex-toys (vibes, plugs, collars, etc) to allmost everyone under legalage because they are "toys", what is forbidden for underage persons is pornographic media. i suppose the laws are similiar in the US, so you won't probably need a license.

what can happen in the worst case ? they can denie the sale if you haven't got a license they require, but that is not

Are you sure about that? I live in Germany and you are not allowed to enter adult stores under the age of 18, but they sell dvds there too... But I also dont see a good reason why a 16yr old should not be allowed to buy toys like cuffs etc.
