Stack peppermints into end of PVC. You can secure them with icing, maybe a dab of hot glue, etc.
Place key in screw on side.
Attach screw on cap with eyebolt.
You have to lick the peppermint until it dissolves to get the key.
Now make several of these, but only put the key on one.
Hang them from the ceiling.
Bind yourself like Greenleaf described.
Would it be possible to put something nasty inside the wrong ones? Which both act as a "sorry, this is not the right one" sensation as a punishment? Maybe something spicy or just something with an aweful taste.

As long as what you put in there doesn't start disolving the candy from the other side, sure.
Some ideas would be to cake the the key in wasabi and let it dry, so after you get the key out you have to suck the dried wasabi off of it.
Or maybe fill the enclosure with salt.
Alternately, I suppose you could use Playdough to plug the hole instead of candy. Dried playdough slowly, (very slowly) turns in to mush when you soak it in water, and it tastes bad to prevent kids from eating it, it's completely non-toxic, and you wouldn't have to worry about using cake icing (frosting) to secure it.
you can put keys in all of them and only one of them has the key that opens your lock.
This group can come up with a lot of other cool ideas I'm sure.
