Is this what I (might) think it is?
Happened by an unfamiliar car with out of state license plates (there's the disclaimer) and saw something shiny. I snapped a couple of JPEGs and dashed off before someone came running out shaking their fist shouting "Get back back here, you rotten kid!" Please let me know if this is something legit, or is it.........

the wire-mesh might be a cable-sock, used to pull heavy cables. But the rest of the device? No clue... Is that a motor or gear at the left end?

Actually, and maybe this is my (crazy) imagintion, but it is actually the shape of a dress. Not sure if it is for what my twisted mind is thinking, or if it is just a dress making dummy frame. That belt/chain in the middle looks lockable.

It's propably a metal frame where they put clothes on display. That cloth hanger would say it has something to do with clothing, not fishing that was my first guess.
