Newspaper paper is strong when it is dry but weak when it is wet.
So, if you make restraints out of that kind of paper, they will resist to your efforts as long as they are kept dry, but they will break as soon as they become wet enough.
To make these restraints, fold a sheet of newspaper paper multiple times ( at least 16 layers) to make a narrow ribbon.
To fix the ribbon or to make loops (eg. to narrow your ankle or wrist restraints) use colson binders (paper on paper).
Now about the release: you need fluid...this can be water in a recipient, melting ice dripping on the restraint, or urine. as long as you can be sure to wetten the restraint to make it weak and break. So test before use!
