Thanks everyone. Handcuffs are considered weapons by the police if they don't have a safety release. Weapons... really? Even laser pointers or bb guns are weapons. Its actually easier to get a rifle then a bb gun because there are target shooting clubs. You need a legitimate purpose for a license. G...
